420 N M L KING JR PKWY, BEAUMONT, TX 77701

David E. Bernsen is a personal injury attorney in Beaumont, Texas, where he founded Bernsen Law Firm. His legal career began with a federal court clerkship: after receiving his law degree from St. Mary’s University in 1976, he clerked for Joe J. Fisher, chief judge of the Eastern District of Texas. That was also the year he became licensed in Texas. Trial work has involved representing defendants as well as plaintiffs. The firm credits Bernsen with taking hundreds of cases to jury verdict. Its account of his practice places personal injury within a broader range of complex litigation, from industrial accidents and tractor-trailer collisions to insurance claims and property damage. Commercial matters appear on that list too, including contract cases, breach of fiduciary duty, bank fraud and conspiracy, and RICO litigation. He also handles civil rights and discrimination cases. Bernsen’s public service included serving as a Texas state senator. In the legislature, he authored coastal erosion and state planning measures and helped write a bill for monitoring Texas bays and estuaries. He was also a sponsor of the Children’s Health Insurance Program. At Bernsen Law Firm, David and his son Cade are both attorneys. The firm represents injured people and families throughout Southeast Texas; its Beaumont office is at 420 North MLK Jr. Parkway.

Jane Leger

Personal Injury Law

3155 Executive Blvd, Beaumont, TX 77705

Jane Leger is a personal injury, maritime and employment attorney and an ownership partner at The Ferguson Law Firm, LLP in Beaumont, Texas. Her professional name is Jane Swearingen Leger. Texas licensed her in December 1993, and the Texas Board of Legal Specialization lists her Personal Injury Trial Law certification under 2001. Leger represents plaintiffs, including people injured in industrial accidents and car crashes, as well as those bringing employment discrimination claims. Her firm biography describes litigation around the country involving offshore and maritime accidents, boilers and pressure vessels. Among the matters it recounts is a Georgia burn-injury case that took seven years to litigate and ended in a $40 million settlement. The same account credits her with arguing before the Fifth Circuit Court of Appeals and the Texas Supreme Court. It also describes a dispute over insurance fiduciary duties after customers of a Lavaca County restaurant contracted hepatitis A; the case reached the Texas Supreme Court, which ruled for her clients, according to the firm. In a separate discussion of work at Ferguson, Leger describes meeting new clients to explain who will be responsible for each part of their case. The firm's staffing arrangements, as she describes them, often put more than one attorney on a matter. Paralegals and staff who gather medical records or handle settlements also participate. Her purpose in explaining those assignments is practical: when someone contacts a client, the client knows that person's role.

Michael Ramsey

Distinguished Lawyer

Civil Litigation

6280 Delaware St suite a, Beaumont, TX 77706, USA

Mike had an interesting childhood growing up as the son of an oil field worker. He lived in numerous places across the country and world including Texas, Alaska, Singapore and the Middle East. He graduated from high school at the Singapore American School, and it was during his attendance there, where he first learned the importance of government and the rule of law from his favorite teacher. From that point forward, Mike’s goal was to become an attorney. Mike was the first person in his family to attend college and enrolled at Lamar University. He had learned the importance of a good work ethic from his father and knew that his ability to complete his degree required getting a job. Mike was and always has been a people person, so he found that police work not only provided an income, but it also was the first job he had where he was able to help people. Mike’s experience as a police officer enabled him to see another side of the legal system and furthered his desire to become an attorney. Since becoming an attorney over thirty-five years ago, Mike’s focus throughout his career has remained on helping people who have been wronged. He has handled a wide variety of cases including individuals injured in accidents, citizens harmed by financial institutions misusing their money, people harmed by the use of tobacco products and insured homeowners and business owners whose properties were damaged by hurricanes and windstorms. Of his many successes, one was in the 1990’s when he was part of the team that sued the tobacco industry which resulted in a historic civil litigation settlement of $15.3 billion, plus an additional $3.3 billion for legal costs. Mike’s work ethic and professional relationships resulted in the settlement of thousands of cases on behalf of the insureds against their insurance companies following Hurricane Rita in 2005 and Hurricane Ike in 2008. Mike has been affiliated with several law firms prior to establishing the Ramsey Law Firm in April 2016. He started his career at Townsley, Bush & Ramsey where he worked from 1981 – 1988, was a partner at Bush, Lewis Ramsey & Roebuck from 1989 – 1995, served as an equity partner at Provost Umphrey Law Firm from 1995 – 2005, and was Of Counsel to Mostyn Law, where he managed the firm’s Beaumont office from 2005-2015. Mike is among approximately 10% of attorneys in Texas who are Board Certified by the Texas Board of Legal Specialization. Mike believes community involvement and support is an important commitment to make, and to that end has served as Chair of the Lamar University Board of Regents, a Director of Community Bank of Texas and in 2001 was elected by his peers to serve as President of the Texas Trial Lawyers Association. Mike has been married to Myla for over 40 years and together they have three children, Katherine (attorney), Melissa (Licensed Professional Counselor and Registered Play Therapist) and Michael (Chief of Staff to State Representative Ramón Romero, Jr.). Mike enjoys traveling, spending time with his family and friends, and playing with his two miniature Australian Shepherd dogs.

Mitchell Toups

Distinguished Lawyer

Civil Litigation

2615 Calder Ave #400, Beaumont, TX 77702, USA

Mitchell A. Toups is a Beaumont, Texas, attorney whose State Bar profile lists personal injury litigation and an affiliation with Weller Green Toups & Terrell LLP. His Texas license dates to May 13, 1983, and the bar lists him as eligible to practice. Among his past cases is the National Football League players’ concussion litigation in the Eastern District of Pennsylvania. Toups represented the Armstrong Objectors, a group of settlement class members challenging the June 25, 2014 class action settlement agreement. In a declaration filed that October, he named Ramon Armstrong, Nathaniel Newton Jr., Larry Brown and Kenneth Davis among his clients. He described himself at the time as a firm partner with his principal office in Beaumont. A later filing sets out the limits of that representation. In May 2018, Toups stated that Weller, Green, Toups & Terrell had represented 28 class members for purposes of settlement objections. The firm was not handling their individual settlement-benefit claims: those former clients were filing on their own or using other counsel. Toups also sought fees for what he described as the objectors’ improvements to the settlement. His 2014 declaration listed licenses in Texas and New York and admission to the United States Supreme Court and Court of Federal Claims. It also listed five federal appeals courts and federal district courts in Texas, Wisconsin and Michigan.
