Timothy Neumann

Timothy P. Neumann practices bankruptcy, business reorganization and commercial litigation in Manasquan, New Jersey, with Broege, Neumann, Fischer & Shaver, LLC. His work for people and businesses facing debt has included negotiations, defense in state and federal court, Chapter 11 reorganizations and Chapter 7 discharges. A December 2024 biographical release dates his partnership with the firm to 1992.

One of his cases, In re Torwico, brought bankruptcy and environmental law together before the Third Circuit Court of Appeals. Neumann represented the debtor corporation in that Chapter 11 proceeding. The resulting opinion later turned up in a textbook his son used in law school.

Not all of that work takes place within a single legal specialty. His practice has involved collaboration with criminal defense, environmental and tax lawyers, as well as public and forensic accountants. Beyond representing clients, he served on the first local rules committee appointed by New Jersey bankruptcy judges after adoption of the current Bankruptcy Code. The committee was charged with developing rules for cases under the Code.

A cum laude graduate of New York University School of Law, Neumann has also spoken at seminars and served on conference panels. His work outside paid representation has included local pro bono service and mentoring younger colleagues. Both Monmouth-Ocean Legal Services and the United States Bankruptcy Court for the District of New Jersey have recognized his pro bono contributions.
