About Stuart
Stuart A. Weinstein-Bacal, a construction and commercial lawyer in San Juan, Puerto Rico, was a founding partner of Weinstein-Bacal, Miller & Vega, P.S.C. He died on February 17, 2026.
Before entering law, Weinstein-Bacal taught in schools in Connecticut, Florida and Costa Rica and worked on the staff of the House Committee on Merchant Marine & Fisheries. His degrees from the University of Virginia were in government and foreign affairs and education. In 1979, he graduated cum laude from the University of Miami School of Law, where he had been executive editor and managing editor of Lawyer of the Americas.
Construction became a focus of his legal work. At Redondo Construction Corporation, he held the posts of vice president and general counsel from 1986 to 1990. He then co-founded Indiano, Williams & Weinstein-Bacal; a decade later, he left to start the practice that became Weinstein-Bacal & Miller. His construction clients ranged from project owners and developers to contractors, designers and suppliers. Bankruptcy and creditors’ rights were also among his areas of practice.
Alongside representation of clients, Weinstein-Bacal undertook mediation and arbitration for the American Arbitration Association and mediation for the federal district court in Puerto Rico. He returned to teaching as an adjunct professor of construction law at the University of Puerto Rico School of Law. His publications included the Puerto Rico chapter of Fifty State Construction Lien and Bond Law and a 2002 law review article, “Construction in Puerto Rico: Navigating the Legal Quagmire.”
