About David
David Harbin practices criminal law in Frederick and Hagerstown, Maryland, with Harbin Law Office. DUI/DWI, serious traffic charges and juvenile cases are among the matters he handles. His bar memberships are in Maryland and the District of Columbia.
Public defense accounts for more than four years of Harbin’s legal career. As an assistant public defender in Frederick and Washington counties, he represented defendants charged with offenses including driving while suspended, theft and assault, as well as felonies involving burglary, drug distribution, sex offenses and homicide. Elsewhere in his career, he worked in a prosecutor’s office as an intern and held clerkships at both the trial and appellate court levels.
Pittsburgh and Dublin both figure in his education. He received his law degree from Duquesne University in Pittsburgh; his studies also included international law in Dublin and an internship with Ireland’s Chief State Solicitor’s Office. While in law school, Harbin volunteered with the American Civil Liberties Union. His University of Pittsburgh studies brought an honors graduation and admission to the history and political science honor societies.
In 2022, Harbin received an appointment from Governor Larry Hogan to the Office of Public Defender’s Board of Trustees, with confirmation by the Maryland State Senate. His other service has included the Governor’s Judicial Nominating Commission and the Maryland Criminal Defense Attorneys Association’s board. At the Washington County Bar Association, he has held the presidency and vice presidency and served as a board member.
