Kelly Burchell has been practicing law since 2004. With Burchell Law, Kelly regularly appears before state and federal courts in the District of Columbia, the State of Maryland, and the Commonwealth of Virginia, as well as before state and federal administrative agencies and oversight boards on behalf of clients. Kelly has represented numerous government contractors in payment disputes and false claims actions. Working with small businesses, Kelly has assisted individuals in forming corporations-both LLCs and INCs and structured various clients’ joint ventures to ensure proper management and tax structure. Kelly has also defended small businesses in EEO and wage actions. Prior to establishing Burchell Law PLLC, Kelly was a partner with Burchell & Hughes PLLC and Burchell, Goldblatt & MacKay PLLC. Kelly also served as General Counsel for numerous Fraternal Order of Police Labor Committees in the District of Columbia area including the United States Capitol Police, the National Institutes of Health Division of Police, the United States Park Police, the Library of Congress Police, and the Government Printing Office Police. While representing police unions, Kelly negotiated multiple collective bargaining agreements, arbitrated overtime claims on behalf of the collective bargaining unit and represented officers in adverse action proceedings. Kelly was also directly involved in handling agency policy negotiations, unfair labor practice claims, as well as collective bargaining unit certification issues. Kelly graduated from Howard University School of Law in 2004 and earned a LLM in Tax Law from Villanova University School of Law. While attending Howard, he interned with District of Columbia Superior Court Judges Honorable Arthur L. Burnett, Sr. and the Honorable Herbert B. Dixon, Jr. While interning with Judge Burnett, Kelly researched and drafted an advisory memorandum discussing the Foreign Intelligence Surveillance Act and the Anti-Terrorism and Effective Death Penalty Act and warrantless searches in the post-9/11 era. Kelly grew up on a farm in Nebraska. He spends his Saturdays cheering for Nebraska football (Go Big Red!).
